I'll hog ring new covers onto car seats. That's about as much as I know about 'upholstering,' if you can even call it that.

A repair place should be able to fix that. Try calling specialty leather and/or upholstery shops. If they don't do repairs, they may be able to give you the number of someone who does. Car dealers often call in mobile people who use various techniques to fix tears or burnholes in leather or fabric; I'd figure they'd do motorcycles, too.

Really, though...it's a stock vinyl seat. Are you against spending the money on a new one, or paying someone to redo the stock pan?

edit: of course, you do know that a repair will be noticeable, right? Someone's who's good will try and texture the repair so it blends in, but I've never seen a 'perfect' one.

The new seat is $650. That about 1/5 the value of the bike.

Just put some electrical tape on it. It's going to be under your ass or at a wierd angle that others wont see it so who cares?

Like I said about paying someone to do it: don't expect it to blend perfectly. But it'll stop the rip.

edit: or get a quote on having the seat recovered by a pro. It's not gonna cost anywhere near $650 for that.

My Dad is a retired automotice upholsterer. I would guess he would have charged $1-200 plus materials. Depends on if you could match the original vinyl with a new piece, it's probably faded a bit. Keep in mind the entire thing might have to be replaced if you can't get a good match. Might be easier to two-tone it at that point.

Check ebay. I have no idea what model you have but I see a manufactured seats, covers, etc.
