Suppose person 1 calls person 2 and then person 1 calls person 3. Does my phone bill show I was tallking to person 1 AND person 2?

If you're person 1, then yes, you were talking to both of them.

If you're person 2 or 3, then no, you were only talking to 1 of them

If you're talking about cell phone usage, yes. If you initiate both calls, you will get billed for both calls at the same time.

Answering a call-waiting call also results in both calls getting billed.

I think he was asking about the people receiving the 3 way calls, in which case you don't get charged double. Only the person inititating the 3way call does.
