I buy tons of used CDs on Amazon. They're so cheap used, and I prefer to have the actual media and decide myself what settings to rip them at for the car and iDevices. Actually last year I bought my first dedicated CD player in about 20 years, a Cambridge Audio 640C.

I don't peruse the itunes store or amazon for mp3's, but if I wanted to buy, for example, an album with 15 tracks, I would be paying $15, correct?
I don't know about itunes, but amazon isn't like that. If you buy the full album you pay less than $0.99/track. Looking at some of their top sellers and new releases, most mp3 albums are $8-$10, some even $5.

If I'm going to buy though, I still prefer to buy used CD's.

I don't buy much, but when I do the buy used CD -> rip to MP3 method is most cost effective.

only for bands that I really like. I just pre-ordered one from Century Media's store for $12 when it was on Amazon for $30
