any way to transfer a steam game from one account to another?

Hells naw. And it's illegal to sell the steam account too, so it's kind of a BS of forcing more people to buy their shit from them and not used.

If you intend to sell your games then don't buy from Steam. Pretty simple.

Even if you bought from the store the games require activation on your steam account, so you still couldn't sell them.
 
On a similar note though, you can buy games as gifts and give them another Steam account. I gifted my extra copy of Half Life 2 that I got from the Orange Box to a friend of mine.
 
Officially, no, but there is a nugget hidden deep down in their policy statements that says that if you show a receipt showing that you purchased it within 90 days and manual cover/key, they will transfer the game. I guess this is to prevent backlash from all the suckers who unknowingly bought used copies or got gutted copies from Gamestop only to find that the key was already registered (they don't always remove the manual from the display box).

If that isn't their policy anymore, it still was when I last checked back in 2006 or early 2007.

Sell it to yourself on eBay and present the PayPal receipt?
