Is there any way to tell if the heatsink is tightly attached to the CPU? I know that if it's too tight than the cpu might not even work. What happens if the fan is not tight enough?

Go get a rope, tie it to the heatsink and attach the other end to your car. Drive off at 35mph, and if it comes off, then it wasn't tight enough.

Seriously, just make sure it's on the right way around. Remove all packaging from the heatsink itself (including the bottom of it).

Follow the instructions that came with both the CPU and the heatsink. Different heatsinks have different methods of being attached to the CPU, so I don't think there is really any stock answer to this question.

Don't take off the white stuff or the grey stuff, or if it's a compound-sticky substance. I don't enjoy seeing people ruin processors because they wiped off the thermal compound.
