Is there any way to get FaceTime on a PC? Even if it meant using a virtual machine like VMWare?

No. You can hack a MacOS VM on VMware using MacOS Unlocker. google it. I am not sure if it will cause any issues with facetime, as they might do some other security checks.

Better solution is to use a crossplatform program. Zoom is popular these days. Skype works.

Thanks, found a iPad 1. Only issue is very few apps are compatible with it, but I am thinking FaceTime is one that is. A lot of iOS claim the need iOS 10 or greater

While the iPad 1 will do facetime, the battery in it is old as hell. Get it replaced asap.

Surprisingly, the battery is in very good condition. Between 2 phones and 2 Lenovo laptops (all much newer than the iPad), the iPad battery seems to have the best quality, from this small sample.
