Any way to fix a video file with the audio/video out of sync?

virtualdub won't open an .mp4 file

well...i figured out how to use the audio delay built into vlc with help from another forum member...but i figured out the video goes faster than the audio...any prgram that will allow me to slow down the video and keep the audio the same?
