You going to get an olympic barbell set?

If it was me, I would get a basic, sturdy bench and a power-rack. Just using that bench for your leg exercises isn't going to cut it.

Actually, if it was me I would spend the money on a gym membership.

it's hard to say without actually seeing a bench to get a feel for it, but it looks ok...you may not be able to use the uprights to hold the bar if you do declines though.

Another thing is you need to make sure the uprights are made for an olympic sized (7') bar....more often than not these cheaper benches are too narrow. you can actually create sort of a trebechet if you load the weights wrong on one side :)

On the plus side, it can at least get you started for a very minimal investment, once you start using a bench you get a feel for what you don't like and what you wish it had.

not so much a money thing as a time thing...I just dont have time to go the gym on a daily basis

Get something like that - an Olympic bench instead of a standard. The standard ones, especially the one you linked to, has a cheap thin seat and isn't too sturdy. My cousin has one almost exactly if not the same one as you - it's not that well made. Do the smart thing and get the good stuff from the beginning, or better yet, join a gym.
