I'm in graduate school right now and taking a statistics course. My professor assigned one question for us to try to find and answer using any resource.

hmmm, lol, I haven't taken stats in a year, and as far as I know I'm wrong, but it could be related to three standard deviations.

Variance is just the square of standard deviation. If the larger standard deviation falls within 3 times that of the smaller, you conclude they're in the same general range. This may be related to the idea of outliers. Generally, extreme outliers have to be more than 3 times the standard deviation from the mean. Anything giving a ratio of <= 3 in the provide equation isn't an extreme outlier, and therefore can be used in pooled formulas.
