Now, the snow drops down to 3000 feet elevation. The fuckers don't know their ass from a hole in the ground and wreck/drive too slow/get stuck, every 42 feet. In other words, they become retarded.

I'd say it goes down as the 'snow level' goes down, however not 50 at 3000. Ohio drivers are pretty decent in the snow, at least, compared to say, drivers in Virginia.
And Ohio has an average elevation of 800ft. Most of Ohio is flat. For reference, I guess the Ohio River sits at about 400ft above sea level (at least, the lowest point of it in Ohio, which is Ohio's lowest elevation).

Well if we're talking in "general" then I would probably blame it on where the snow goes down to 3000 feet at.

To keep this short and sweet, it might be because in states where snow levels are that low are also where it rarely snows at all. The inexperienced snow-drivers then proceed to brake as if they've all the traction in world, causing a momumental moment of retardness where looking out the window seems oddly familar with the game "Burnout".

hey, I majored in sociology but this seems more like psychology.

I think every driver thinks that every other driver doesn't know wtf they're doing, so they drive extra cautiously, even beyond what's just required per the weather conditions.

Because lower snowfall would mean increased water flow rate, reducing the coefficient of friction on roads, reducing visibility, etc.
