It's truly 100% skill, as there aren't any dice. The rules are also relatively simple.

I don't play Risk, but there definitely is strategy involved in Monopoly. For example, there is a 27% greater chance of landing on Illinois Ave. versus Pennsylvania Ave. In fact, of all the regular properties on the board (not counting RRs, Community Chest, Utilities, etc.), The three Orange properties are all in the top 10 most likely to be landed on spaces. The Orange properties are the most valuable monopoly (of the regular properties).
Plus, most people don't realize there is a big jump in rent once you get to three houses. It is better to buy the cheaper properties if you can get a monopoly and quickly buy three houses.
