Any reports of Verizon capping/throttling their internet service?

15/2 verizon fios customer here. Lately my n*******p download speeds have been fluctuating between 4-6 mbps. I use to get a constant ~12 mbps though. Speed tests do show I'm still doing a good 12-14 mbps. I believe that's on port 80 though. Anyone know if they're throttling on port 119 now?

I use newshosting and have the 20/5 pland and always max out my connection.
