I asked this question a few months ago and found this game.

Sudden Strike

It not too bad, but you are allowed to build up a massive army. You have to deal with the troops you are given.

For Panzer General fans, try The Operational Art of War series. Serious turn-based gaming. :D

I grew up on Axis and Allies...too bad they trashed it in the translation to PC gaming. :(

Sudden Strike had problems with my Radeon if I used Aniso. Polygons would end up with missing textures.

Sudden Strike is good, but you get x amount of units, and you don't build anything. It's more like commanding a crapload of tank platoons, artillery, and infantry at division level rather than building a base and units and stuff like in most RTS games. It's really realistic (well, except for a few bugs, where your infantry shoot at tanks instead of pitching grenades), and tons of fun. You'll suck at first, though, because way too many things go on at once.
