Any programs that will take your mp3's and arrange them in folders based off of id3 tags?

iTunes does something like that. It uses ID3 tags to organize MP3s according to Artist in separate folders. It also produces sub folders by Album.

I dont like itunes lack of control though. For instance, when i used it to rip some cd's, it put a whole bunch of them in 'Compliations'. I didnt see any options to adjust this...

There is one somewhere, but I don't remember where I saw it 🙁. Well, you can tell iTunes that the cd is not a Compilation when you rip.

On the whole iTunes blows for organizing by folders and filenames. It works pretty well if you let it manage everything for itself but that's if you don't care about how the songs are actually stored on disk.
 
Tag and Rename will do it.

I use J.River Media Center and it does all that stuff as well as play, organize, burn, etc.
