I've been getting pretty good at billiards, and I wanted to expand my knowledge of the game by learning to hop the cue ball over other balls... Can someone tell me how? or give me a link to a site that will show me how?
 
Two ways to do it:

The illegal way: get the cue as low and level as the cue ball position will allow, strike the cue ball as low as you can (essentially hitting the ball and table at the same time). This should pop the ball up and forward.

The legal way: Strike near the top of the cue ball firmly at a fairly steep downward angle with a well-chalked cue, should also pop the ball up and forward. Much harder to do, but won't get you DQ'd in a match.

method number one Fausto described makes it extremely hard to control the jump. striking down on the ball from a steep angle makes the cue ball MUCH easier to control. if you want to learn how to better your game, and learn a few trick shots in the process...check out the videos here Robert Byrne is an amazing teacher at billiards. i checked out the videos from my college campus library so you might wanna check that out. but i'm telling you...the videos are VERY informative and helpful. good luck! 😀

Also, there is very rarely a need to jump a ball. It is a very low percentage shot. If you really want to improve your game there are some great books out there. I believe one of my favorite titles was "the 32 shots in pool" or something like that.

it explained in very good detail and physics the 32 different shots in pool. Like wht to do when two balls are on the rail, where to strike, what if any english or draw you use.

you'll get DQed if you strike low and "lift" the cueball.
 
Try getting a copy of "Willie Mosconi on Pocket Billiards." (Crown Publishers). When you can perform the exercises on hitting the object ball (chapter 6, page 50), then you can worry about this other stuff. My 2¢.
 
The tip on your regular que is too soft. You need a jump/break que with a buffalo skin tip. The only legal way to jump the ball over an obstructive ball is to strike down sharply on the ball, causing it to "bounce" over the offending balls.

The jump/break is a three-piece que.

McDermott is a great stick (for the price). Their jump\break cues use a LePro tip that is too soft. It mushrooms early, and has to be reshaped too often. The upgrade to Water Buffalo transform it into a truly great stick.

I know using the jump shot is a rare shot, but it's still a shot I'd like to learn to use, it's rather impressive if you can hop a ball and still accomplish something in the process. I've tried hopping the ball by using the method that Fausto1 mentioned by hitting the ball on the top of the que, and I can't do it, I've had hours of practice doing it too because I have an 8 foot table in my basement which I use frequently... how do you do it? do you essentially drive the ball into the table? do you bounce it off the surface it's sitting on? I don't get it.

Yes. But, it is much easier with a jump/break cue. Removing the heaviest quarter of the stick, shortening it to a managable length, and the extra-hard tip make this shot doable.
