my toilet suck. it doesn't go down unless i hold the lever down until all the water flushes and sometimes if i let go too early, the water doesn't flush and i'd have to use a plunger before i press the lever again or it will overload. anyway to fix this?
 
have you looked in the tank?

maybe the tank isn't filling enough. maybe the flapper needs replacing. maybe the chain between the handle and flapper needs to be shortened.

I would think what ever the problem is, its in the mechanics of the tank, rather than downstream in the sewer pipe.

 
There may be something blocking the drain. Either pull the toilet up and look or get a "snake" and run it through. The Flapper may need adjusting if it doesn't allow for a full tank dump before closing the flapper valve.
Check this first before pulling toilet off of floor.
