I have a nice new system; here are some of the basics from CPU-Z ver 1.45.

CPU PSN : Intel Core2 Quad CPU Q9450 @ 2.66GHz
Core : Yorkfield (45 nm) / Stepping : C1

Freq : 3200.16 MHz (400.02 * 8) Should be seen as 3400 though as thats what BIOS is set for?
MB Brand : Abit
MB Model : IP35 PRO(P35+ICH9R)

NB : Intel P35/G33/G31 rev A2
SB : Intel 82801IR (ICH9R) rev 02

GPU1 Type : GeForce 7950 GX2
GPU1 Clocks : Core 520 MHz / RAM 650 MHz
GPU2 Type : GeForce 7950 GX2
GPU2 Clocks : Core 520 MHz / RAM 650 MHz
DirectX Version : 9.0c

RAM : 4096 MB DDR2 Dual Channel
RAM Speed : 480 MHz (5:6) @ 5-5-5-15
Slot 1 : 2048MB (PC2-6400)
Slot 1 Manufacturer : G.Skill
Slot 2 : 2048MB (PC2-6400)
Slot 2 Manufacturer : G.Skill

I have the number 16 BIOS installed for the MB (Abit IP35 Pro) which gives an additional .5 for the multiplier. Although I have the CPU multiplier set to 8.5 all of the software monitors see it as 8, some as only 6?

I'm using Everest CPUID v4.50.1363 Beta and CPU-Z v1.45 both these mainly stay at x6 multiplier with an occasional flash to 8? Only Core Temp v.99 see's a constant 8 multiplier. None of these programs see the BIOS setting though of 8.5?

Is this a software issue with these programs, do others have issues too with these programs?

Thanks all in advance.

The fluctuation from 8x to 6x is correct, it's Intels power saving program "Speed Step" at work. If you want it to stay at 8x turn off "C1E" "EIST" and anything that says "Speed Step" in bios. Read the second stickied thread in this section for more info

The max multi on a Q9450 is 8x, you can set 8.5x in bios but it won't take because the chip can't do it. Only the Q9550 has the 8.5x multi

Excellent info on the Speed Steep, thanks.

Dang! So even so I see 3400 in the BIOS its all a cruel fantasy of mine and really only 3200! How evil Intel, guess its time to pump up the memory.

I have three of them and I don't like the readings?

LOL, does that mean you don't want to believe them.

Yes, the 6x - 8x multiplier switching is correct (cf. SpeedStep).

8x400 = 3200. Not sure where you are getting 8.5x multiplier from on a Q9450 (anything above 8x gives the default 8x).

You are correct I didn't want to believe them as my BIOS was set and seen as something else, but I was educated on that and now I understand more as you just repeated a previous answer given on the speedstep. If you where familiar with the IP35 Pro board you would know the new BIOS v16 gives you an extra .5 multiplier, but yes as I have just learned on the 9450 it is locked a 8, so thanks for the input.
