You are worried about a one dollar fee charged at a gas station? i'd be worried about the 90 dollar fee myself. If your bank didn't collect the fees, they would probably go out of business..

What $90 fee? He bought $90 of gas (or other convenience store stuff) at the gas station.
I don't think my Citi debit card charges me for using it as a CC or a debit card, but I don't think I'll ever find out as I just charge stuff to one of my CCs and pay it off at the end of the month.

A lot of places ping your card with $1.00 to make sure it's backed by a valid account. The charge will go away after a few days.
