Any ideas on making an HDD run quieter?

My fileserver is fairly noisy and at one point I thought it was because of my seagate drive I got at frys at a significant discount but it turns out it's because of the 80GB crica 2000 maxtor drive in there. So I'm wondering now, how can I quiet my maxtor drive?
I have it set in the power settings so that the HDD would turn off after a certain amount of time but it never does and I can't figure it out. The seagate drive turns off after a while but the maxtor won't (maxtor contains the OS info).

2 choices:

1) Move the OS to the seagate drive and the seagate data to the Maxtor. Yes, this may involve a reinstall of the OS.
2) Get a drive enclosure for the Maxtor (i.e. http://www.quietpcusa.com/acb/showdetl.cfm?&DID=8&Product_ID=1&CATID=1 )

I've always found Maxtor drives to be noisy. The new ones are better, but not as good as Seagate or WD.

 
Drive enclosure is probably your best bet. Even better paint the enclosure is sound damping paint.

Why would a drive enclosure be MORE quiet than a computer case!?😕 The kind of drive enclosures I'd use would be much louder than the computer case it's currently in. Any reason that the drive won't shut off? The File server is running windows 2000 advanced server so I don't know if 2000 has something that is allowing the seagate drive to shut off but no the main drive. Can't really figure it out, refuses to shut off despite nobody accessing the server or having any real processes running. My other computers' drives shut off after awhile and they're the primary partition as well...

You'd be surprised. I had an extremely loud HDD that sounded like a jet engine when it was external (still a bit loud installed internally). I stuck it into an internal enclosure/HDD cooler made out of thick slabs of aluminum (without the vents that come with the really cheap plastic ones). The cooling fan is too small to make any noticeable amount of noise and the thickness of the material dampens the noise to the level where the HDD can't be heard over the case fans. It'd probably be even quieter if I could get some rubber washers.

EDIT: Oh, I almost forgot, my drive bays use rail mounts. Can't remember all the different manufacturers that make cases with them, but it's better than having the metal drives directly in contact with the case.
 
My fairly inexpensive Antec 3700 AMB has rubber mounts that the screws go through for the hard drive mounts. This cuts down on vibration noise and harmonics.

Think of your computer has a big drum or guitar. The vibration and acoustic effect of a Big Enclosed Box is like the bottom of big musical instrument. Some case may actually aplify the noise your drive makes. Isnt that scary????

I put my machine on the floor under the desk - never hear any drives at all.

I believe it was one of the highest end drives when I bought it (Circa 2000) and for desktop useage, it wasn't that loud but when I need to sleep and I have that drive going at it, it kinda becomes a problem. Still can't figure out why the drive won't turn off when not in use, is there a program to force this upon the drive?
