I am the foster care coordinator for the agency that I work for. We currently give clothing allotments every quarter. The foster parents receive a voucher for either Kmart or JC Pennys. The foster parents have expressed a desire to go elsewhere. They voucher system is not going to work elsewhere. In our town we have basicly Kmart, JC Pennys and Walmart.
Gift cards were suggested. Walmart Gift cards have no fees. Visa or Mastercard gift cards would be idea because they are more transportable across stores. At $3-4 a pop it a deal killer. It will pull money from the allotments. Anyplace to get these super cheap or any better ideas?

both of those stores are more then suitable to find a wide variety of clothes at reasonable prices.

A) they won't spend there own money, they don't need to. For kids over 12 we give $200 a quarter to purchase clothes. They will shop at kmartor JC Pennys if they have to. But if we can reasoably accomidated them by something a Visa Check Card then I am all for it.
 
conatct visa or mastercard and see if they will work something out with you since this is a charity type deal.
 
I dont understand what is wrong with those two stores? Is it the kids dont want to shop there ( understandable, knowing how kids are about clothing stores ) or is it the parents that would rather not?
 
Go elsewhere? JC Pennys is going to have better clothing than Walmart, and Kmart should have the comparable lower end stuff.

I'd be very careful giving debit instruments out that can be spent on things other than clothing.
 
I don't think Visa going to budge. The parents have asked. I am sure some of the older kids would like more choice. They have to turn there recepits to get their montly per diem check. They don't get paid alot as foster parents, so if we can make accomidation to keep them happy then great. Some people just like to shop and look for deals for the kids, this will let them.
