Any Idea Why This PC Will Not Turn On Or Boot? Power LED Flashes.........

I've got this PC that had a problem with the power supply......so I thought. About a month ago it was doing something similar as it's doing now(fan in PS is spinning but no power to mobo or devices), so I had the user go out and purchase a new power supply. That seemed to solve the problem. But now it's doing the same thing a month later. So I had him take the PS back and they gave him a better one(300w as opposed to 250w) and he's still having a problem. So it's obviously not the PS. I noticed that the Power LED flashes when there is power to the PC. As soon as I hit the power button, the LED is solid and the fans in the PS start spinning but no power to the mobo or devices. I tried taking every card out of the mobo one by one but to no avail. I'm assuming it has to do with the mobo or cpu. so I reseated the cpu and still, there is a problem. So I'm narrowing it down to the cpu or mobo, and I guess the only way to tell if it's one or the other is to go out and puchase either a new cpu or mobo. Proly cheapest and easiest to get another cpu from Fry's. I think he currently has a PIII 550 or 600. So it shouldn't be too expensive to get another cpu. But if that don't work, I guess he can return the cpu to Fry's and get another mobo. Although I hope it's not the mobo, cuz I don't wanna have to rebuild his machine. I know I don't have to rebuild the machine but it's best to do so if purchasing a new mobo. Anyone have any thoughts or ideas on how to narrow down the problem or did I pretty much cover it? Thanks guys!

You haven't mentioned RAM, so I would give that a shot. You should also check to see that nothing is shorting the motherboard out. Hope this helps.
 
Haha! Funny you mention RAM. I was just coming back to post that I've also reseated the ram and placed them in different slots but no luck there either. I also failed to mention that I've had this PC at my desk for a day or two(been troubleshootin) and when I came in this morning and booted it up for the first time this morning....it booted! I shut it down, hit the power button again, and nothing! Damn! So I tried messing with the hard drive and cdrom again. They are both on IDE1 and nothing on IDE2. For the heck of it, I unplugged the IDE cable from the HD and left the power plugged in. It sounded like it was booting!!!! I can hear the HD firing up but it obviously wouldn't boot cuz the IDE cable wasn't plugged in. The cdrom LED started flashing but seemed like it didn't have enuf power to open the cd tray....it wouldn't open. So now I'm guessing it has to do with the IDE channel, the IDE cable, or the HD itself. I'm gonna take out the hard drive and see if I can put it in an existing machine as a secondary device just to check if I can see it on a different machine....making sure it actually works. Then I'll try different IDE cables. Damn this sux. 😉

well. since you got it to boot once and then on another try right afterwards it didn't work i am led to believe that it could be bad ram. sometimes bad ram will cause the computer not to boot up correctly and to randomly reboot as well.
