Did you try setting up your gmail address here? Gmail isn't on the banned list. The ones that are banned are not because of free but because of abuse.

From the FAQ:

use the one you are provided with from your ISP or college. most ISP accounts provide multiple accounts so everyone in the family can get their own. yes, you can even set one up for your friend.
