Any European languages allow for sentences without a verb.

Is it possible in any european languages?

Something like

Dog this cute, would be a sentence is some languages, even though it has no verb.

I believe this is refered to as an implicit verb, a verb which is implied by not actually written or spoken.
 
The verb that is implied is the verb tobe.

For english something like "The sun is bright" would instead be written as "The sun bright"
 
If I remember correctly, my friend said a similar thing about Russian...so maybe that's one. I can't remember the exact example he gave, but it was along those lines.
