My parents asked me and Ihave no clue - they have a washer/dryer in an apartment they'd like to rent but are affraid of it being over used (rent would cover gas/electric). They want to limit use to a fair amount, perhaps 3 times a week. Anyway to do that?

uhh no. that is not a good idea.

you can't limit how often a person uses a washer/dryer. if they don't want to pay then do not add it into rent. or have a coin operated.

since this is your own personal washer and dryer, I would say the best way is to have 2 jars and some pennies. Put the amount of pennies you want to be the weekly limit in the one jar and then every time someone uses the machines they put the coin into the other jar. put the coins back in the first jar at the first of the week. That should keep everyone informed about how much the machines are used.

Like waggy said, you don't want a device to kill them on a daily basis, imagine either having your washer dieing in the middle of a load, or not being able to turn the stupid thing on when someone has an accident that needs cleaning.

Good points by all, I'll tell them it's an awful idea and suggest they either charge accordingly or put the washer/dryer in storage.

I'd hate to be renting from your folks. They sound like they'd be annoying as fvck to deal with. 3 times a week, so thats 1 load of whites, one of colored, and maybe one of delicates. that's just stupid. Of course if they are renting it out to 15 illegal mexicans, then I can see why they would want to limit the use.

They actually are, they're trying to figure out how to work the total rent - either a lower amount assuming a fair usage (a fair amount they didn't set) or unlimited, with rent high enough to subsidize it.

They're just thinking out loud and asked the question.

Their big fear is that they have tenants like me and my old roommates - we lived in a 6 bedroom duplex and used the a/c, washer, dryer, 24/7. Our average util bill was $1300.

nope. if its common over there great! its not anywhere i have seen in the US.

if they do not want anyone useing it to much take it out and don't offer it.

is the apartment in a house? does it have its own meter (some renting laws require they do).

if its on its own meter make them pay. why take the chance of them having high Utl bills? some people need to do a bunch of laundry (my wife has work clothes, day clothes, Pj's etc, she has nearly a load a day), some like it cooler/hotter then others. hell some like me have 3 computers, a huge laserjet 5si, TV's, etc going.

QFT, unless it's directly costing the tenant money, they are going to go crazy with the power. I suppose you could have an kWh allotment and they would charge them over that amount, but it's easier just to make the tenant deal with the power bill.

Put a clause in the lease saying if the power goes over a certain amount, they pay the rest.

Just estimate how many people will be living there, how much fits in one load, etc. and figure out how many loads they'll do on average, put a good bit of padding, etc. and charge whatever it'll be.

If this turns out to be a big hassle, just let the renters take care of the payment.

I'll second this. When I had all my utilities included in my rent (no variable cost) I was using the AC, heat, dishwasher, dryer, washer, and every other appliance as much as I could. It wasn't costing me anything (besides a $4 bottle of detergent or dish soap) so I didn't give a damn. In other apartments where I've covered the utilities, it's a completely different ballgame.

You should find the Landlord Tenant Laws online for your state/county and print them out and have your parents read them. :)
