Any decent photo editing software out there (other than Adobe PS)?

Basically, I need to change the background on a photograph and do some minor touch-ups. Any decent freeware or cheap-ware other than PS with a lot of features?

Thanks for the responses guys. While GIMP's pretty good, the CPU utilization can go high at times.
