I have an Antec Smart Power 450. Is there a way to make the fan inside the ps run full time full speed? Might prevent the problem. BTW, there's an Antec tech inside another forum admitting problems with these particular supplies, and said all those with serial numbers below x052xxxxxxxx are effected. As it happens, mine is below that number. I'll be buying a new supply in a few weeks, and would like to avoid an RMA hassle right now.

Bypass the fan controller and wire the fan up directly to the 12V lead.
