Antec True-power 430W, +3.3v too low?

The power supply seems to work fine. I've been using it for a month with a P4 setup. The +3.3v line shows 2.69v in motherboard monitor. It fluctuates but that's the lowest reading I've seen. All the others (+12v, +5v) seem fine.

That's incredibly low, and if that reading is true, then none of your PCI devices would be operating correctly. That reading is wrong...if it was accurate, then you wouldn't be able to boot. As long as everything is stable, just ignore it.

The lowest that line should EVER be is 3.201 and the highest it should ever be is 3.399. I suggest that you either find someone with a digital multimeter to check the +3.3 rail on your ATX connector or get one yourself to test it (i never trust anything but a good old digital multimeter). If it still shows it to be lower than 3.201V I would return it because it should not be operating anywhere near the voltage you read. You could be damaging either your components or your power supply by drawing too much from it or something, but, either way, either see if the software is lying or return it.

When I reboot I'll check the BIOS and see what it says. I think a friend of mine have a voltmeter. Do I just test the + and - on a hard drive connector or is that the 5v line?

I think MBM is reporting VDimm. You have Vdimm voltage set to 2.7V in the Bios? Looks like the Power Supply is fine.
