I'll answer for him....hope he doesn't mind. He ran the 4 pin on top because of the length...it was too short to go underneath. It is safe to run cables under the mobo, between the standoffs obviously, except for the 20/24 pin connector because of its obvious thickness. Just tape them down (I use black eletrical tape, but some don't like the adhesive residue it leaves when you remove it) and secure them as flat as possible. You can judge the height of the standoffs making sure the cables you hide do not reach that height. With careful planning and application, it makes for a safe and tidy installation.
