Antec Sonata II question

I'm not sure if this is normal or not. Is it a thermal controlled fan or what? I was sitting there for 5 minutes just sitting there next to it and it wasn't ever turning on. Any ideas? The blue/black 3 pin connector is hooked up

IIRC, the rear fan on the SmartPower-series PSUs only kicks on when the PSU reaches a certain temperature.

I think due to high failures on PSU in Sonata II case Antec is replacing PSU+(possibly) upgrading--check in PSU or case forums should find more info-GL.
