Yes! Antec power supple has 2 fan, one on out side and one on inside. Only the inside spins slow. the out side wont spin. The Outside will only spin when the Heatsink Gets really hot and it will tell the outside fan to spin. I though my fan was fukk but then i took a hair dryer and blew lots of hot air into it, untill it got so hot, it started to spin. Problem solve. ^^
 
I have sold and used alot of these Power Supplies and both fans have always spun just very slowly until the system gets hot then they do speed up.

I would contact Antec and get it replaced.
