Antec Power Supply problem

I have an old Athlon XP system running a 300W antec power supply. Recently the computer refuses to turn on. You push the power button and all the fans start for an instant (less than a second) and then they power down. The power supply then emits a high pitched whine, alternating between a high and less high tone. Any idea what this could be? I blew out the whole computer with canned air including the power supply.
