Antec KS-382 case questions

I have an Antec KS-382 (ATX) case and power supply. The unit is fed through a surge suppressor strip that I turn off when the machine is not in use. When I turn the surge suppressor power strip on, the machine powers up and then promptly turns off. I have to activate the power switch on the case to then turn the machine on. The machine powers off in a normal manner through the operating system (WIN ME). I do not want to leave the surge strip switched on all the time as the monitor is plugged in to this. Is there any way short of leaving the power strip on to have the PC not turn on when the power switch on the surge suppressor is turned on?

Does you machine have a power supply with a switch on the back? If it does, try turning that off after shutdown. THen, when you turn on the power strip (please buy a UPS as soon as you can they are MUCH better since they usually have decent voltage regulators to condition the power) the PC will not turn on until you flip the switch on the back and then hit the botton on the front of the PC.
