Answering a question.

I can post messages in other sections just fine. But it seems that only in here (Technical Forum Issues) that I can mark out if anyone else has answered a question I asked. You know, the tick that appears next to another poster ? And only the OP can mark the best answer?

Is there any way for this to be available in the other threads?
(This is NOT a feature request !!)

Specifically, I ask around at times in the Programming forum questions and I get really good answers too. But I can't mark out the answer. What am I missing here? Is it something I mark when I make the first post?
