Which means that if the buyer doesn't want to cooperate, you are fcked. Ebay is a stupid scam.
I think you're reading that wrong. In order for a seller to make a claim under Ship Cover the buyer must have an open case. If the buyer hasn't opened a case, eBay opens one for them and then sends them email notification of the case. If the buyer doesn't respond within 30 days the case is automatically closed, the seller isn't out any money, so there's no need for a Ship Cover claim.

btw, Ship Cover is only applicable to sellers who print their shipping labels through eBay.

Been using eBay for 15 years without a problem until this year. Last few transactions were terrible. Got my first negative feedback ever from a woman who claimed I never sent the item. I provided tracking and she was like, "Oh my husband put the package in the garage and didn't tell me." I've been waiting four days for her to revise the feedback. Need to go to eBay.

Really went downhill.

The new rules are that a buyer must contact a seller for issue resolution prior to giving negative feedback. Complain to eBay and they will remove the feedback.

Then block the buyer so the idiot can never buy anything from you again.
 
After I worked for some Russian mob guys in SF running a BIG conterfeit goods operation, I quit and never gave it a second thought. Besides, I gotten hosed on a microphone sale and incurred a bunch of bank fees that I never recouped.
 
I think they also did it to prevent sellers from retaliating over outrageous shipping charges. I've seen too many items close with "expedited" shipping at $15, only for the item to arrive in a bubble mailer 1st class.

1st class is "expedited" .....vs parcel. :sneaky:
