Not really sure what your question is but pc3500 is rated to run at 216 and pc-4000 is rated to run at 250.

Depends on how his motherboard BIOS is set up to increase memory bus speed.

But, yeah, with PC3500, you would overclock a P-4 so that the front-side bus external frequency is running at 216.

ddr400 is pc3200 which runs at 200 mhz fsb.
