That's not the same thing. USPS has zero control over a package when it is not in the US.

That's not the same thing. USPS has zero control over a package when it is not in the US.
I guess, but I think it could be a combination of the two systems. Russia usually has pretty quick shipping. In Soviet Russia, package sends you!
