Another eBay/paypal thread

Recently had a bad transaction with some doof on ebay, bought a monitor in "Like New" condition, asked him if it was refurbished or reconditioned or anything and he said no. I paid right after the auction ended with paypal, then began to wait for the monitor. Then i waited some more. 12 days passed and he emailed me back (after i sent a few emails to him inbetween asking if he had my tracking number yet). Then he replied saying he still hadn't shipped it out yet, and said "being the nice guy i am, i'm packaging it carefully". Hmm...ok. So then he finally shipped it out a couple days later after i put some pressure on him. I Finally got the monitor yesterday, and it was packed with crumbly styrofoam, little bits and pieces of styrofoam got all stuck around the monitor and some are inside of it. I checked the tag on the back to see that the monitor was a refurb. It was pretty clear to see, so i don't think he could of not known that, and even if he didn't know it was a refurb he shouldn't of told me it wasn't, which would mean he was just guessing.

There are little lines on the left side of the screen, and some little magnetized spots as well. Not hugely noticeable, but noticeable none the less.

So the guy screwed me, what's my next step? Like i said i paid with paypal and i could do some kind of buyer complaint on there, not quite sure how that works though. The guy probably isn't going to send me any money back, and I really doubt i'll be shipping the monitor back, as it's like $80 to ship, and then i'd be without a monitor again for a long period of time. I'm hoping Paypal can somehow come to the rescue, not sure if they're good at busting people or refunding money though. Thanks for reading.
 
If it didn't have a delivery confirmation number, file a complaint with paypal saying you never recieved item. As long as there is no tracking or DC#, PayPal doesn't give a chit and automatically issues you a full refund.

Sell monitor.

Profit.
 
I think it had a delivery confirmation number, but i'm not trying to cheat paypal, just trying to get the refund i deserve, hopefully straight from the seller's bank account. At least half of the cash i paid would be better than nothing, but i'm looking for a full refund.
 
Then you need to file a complaint with paypal and ebay saying item was not as described. they will do their bs and have the seller email you to hopefully resolve it.
 
I pretty sure the seller won't do any kind of refund on his own will. Anyways, i file a buyer complain with both paypal and ebay? Isn't Paypal part of ebay?
 
Goignt hrough ebay you will get a refund, but not on shipping fees. That + fees to ship it back for a refund will probably = lots of $$$. Next time buy a monitor from Circuit City.
 
what did the seller say when you confronted him on the inconsistencies ? You need to attempt to resolve it with him before contacting Paypal.
 
I suppose i'll send him an email about it, really can't see how that could resolve anything though, i doubt i'll ship back the monitor, and the guy isn't going to give me any money. I guess i might as well try so i can said i tried to resolve it though. Just hope it doesn't make it worse.
