Don't mean to revive an old thread but I was researching identical problems to yours after watercooling my eVGA 660Ti 3GB (so VRAM was obviously not the issue) and discovered the VRM module was throttling the card. I left the heatsink on but it still hit 80c and would throttle the GPU which was running at 45c.

When I look at custom water cooling configurations, many people liquid cool the VRM's and actually put them in the loop BEFORE the GPU. They're more important to cool.

So my temporary solution has been to modify the stock cooler to fit over the card with the waterblock attached. It isn't pretty but this way the blower cools the VRM heatsink.

Since it's an ITX case, I don't have a lot of room for a top-down fan to actively cool the VRM's so I'm still thinking about what to do about them...
