Can anyone recommend an online privacy/anonymous web surfing program. Something along the lines of GhostSurf. If that's even a good one, please let me know.

Oh, a whole bunch of reasons. Might be at work and not wanting to leave trails in the firewall log. Might be at home and wanting to fool Mom and Dad's parent controls. Might be a global terrorist trying to avoid the NSA.
 
how would such a program even work? Other than installing it gives you access to a proxy somewhere ... which even then could be subpoena'd by law enforcement for ip address connections if the need arose so it technically wouldn't be anonymous..

Ah, that pesky work!

If you can't find one that will work for you in the extensive list scott supplied, you can always install proxy software on your home PC and then connect to it via IP address.
