annoying lcd ghosting (windows ui only)

ss says it all. my monitor is a syncmaster 215tw (22" ws) and runs at 1680x1050.

this only happens with the windows right click ui. It is not limited to just the os though, right clicking for menus in programs produces ghost too.

my card is a 7800gt with latest drivers installed. don't think it is a driver issue.

the only way i can fix it is to change resolutions. Also, sometimes when i change my resolution my screen goes black. I have to do a blind logout+login to get it back. This happens most when i am exiting quake 3 which runs at 1024x768.
 
That's not ghosting that's just some extra program that you have installed. Figure out what program it is and uninstall it.

If you read my post you will see that i was asking about the extra program. Here, i'll quote:

I have no idea what program you have installed on your computer causing it to do that, you didn't even give up a full screen shot so its tough to even see where its popping up
