Sorry, my fault - my cliffs glossed over the fact that my mom triggered the "are our tickets reserved?" question, he didn't automatically send a link to buy tickets

I don't think it is a cultural thing.

I am indian and so are wife and in-laws. But my father-in-law is so cheap that he asked us to pay for ice-cream when he took us all out for ice-cream.

On top of that he(FIL) has borrowed some 20k plus from my wife (before we met) to start a business and now he doesn't even acknowledge that he borrowed that money let alone return it. It is not like he can't afford it. The guy has no mortgage and tons of cash savings and investments. Some people are just cheap and think of cheapness as virtue. But it's family so just buy your parents the ticket and move on.
