edm,
All of these nvidia boards are put together on nvidia reference standards, and the leadtek card just happens to be a step above the rest as far as performance goes. Based on this, the TV out is just as good as any other GEForce2 based card, which is excellent quality. Leadtek actually stopped making the white box version of this board I believe, I haven't seen it available for a while. At first mwave.com was selling the white box version but I haven't seen it since, mine came retail. I think anandtech gave the board a 5.5 based on the package features, i.e. games and software coming with it.
My whole thing with buying hardware is that I want the highest quality piece of hardware. While software is nice, if i was buying software, then this would be important to me. The leadtek card is an excellent choice and for $193 shipped, you can't beat it.
Only thing this card does not do is video IN, however, this was unimportant to me really. The Asus v7700 deluxe offers nice video in features.
One last thing, tomshardware liked this card the best out of the geforce2 solutions, so really it just depends on what you want in a video card, rather than how it's rated.
