It means Japanese Voices with Chinese subtitles. Not really hard to understand that.

It does mean that the voices are in Japanese and the subtitles are in Chinese. No english in there at all. If you don't understand Japanese, or can't read Chinese, then it might be hard for you to understand what's going on.
