Android: Is there a wifi tether for non-rooted phones?

But a lot of apps say they only enable/disable tether if you have it installed somewhere else, such as by rooting. Been looking all over for apps that work without rooting. Not much luck but I may not know what keywords to use.

I would also settle for blutooth tether with non-rooted devices.

Need to tether to both laptops with XP or Win 7, and Android tablets without 3g.
Plan on using it with my Virgin Mobile phone when I lose Verizon service in November.

EDIT:
Actually, I already used USB tethering for my laptop and it worked fine, so maybe I dont need wifi tether on windows, just android tablets.
