I am new to smartphones and purchased a Moto G4 Plus. The goal is to be able to share more pictures and videos with my mother. She has a Nexus 7 (2012) and a Samsung S5. She is a technology neophyte -- so something that is easy to use, stable (not going to disappear in the next year), and consolidates pictures and texts, too, would be great (all in one).

We want to restrict it to family only.

A big plus would be the ability to download the videos and pictures for making a family scrap book at some point.
 
I use the Hangouts app for this purpose. Works on any Android device, you can add whoever you want to your group. It just got an update so it seems Google cares to support it going forward. You never know with Google though.
 
Hangouts, or alternatively Skype.

Keep note, Google will be releasing Allo and Duo soon. Allo is a messaging app, and Duo is a video calling app. More details here
