Tbh that sounds exactly like the chat bubbles in android 10 on my S9.

Edit. Admittedly I turned it off ages ago as it's pretty annoying and now I can't find the option to turn it back on to check so I can't say for certain! 😁

They are different now. So far only the default Android messages app and FB Messenger uses them but they released a new Bubbles API so other apps can join in on the fun. If you see the attached
screenshot of my phone, now multiple conversations are bubbled.

I'm on my S8+ all the time and I didn't even know until now. 9. I use the apps, not the OS and all its nuances except for a couple widgets.

I found the option! It's "Smart pop up view" which is spectacularly unhelpful.
You can turn it on for any app.

Looked for the alphabetic name for it but they stopped doing that. Only an internal company code name.
