I ordered 10 of these units as i've got a lot of old processors laying around. Every one of them have bulging and leaking capacitors on them. We are in the process of calling them and trying to get a refund right now. This is unexcusable as they are advertised as new and obviously are not.

No, that's the weird thing, no dust, they all look brand new. Plastic on the outside like you described, and i'll even admit that the motherboards look new. It's just that between 1-4 caps are bad on each board. Completely puffed up with some brown residue on top. We even took pictures and sent them to their tech support. I was really hoping to use these, but not in the condition they are in. Bummer!
I had a few new but bever used motherboards on my shelf for several years and the caps went bad on them before I even used them. 😕
