How does indian sovereignty work? I thought these nations could do whatever they want (within their border) and have the federal gov't handle foreign affairs. What powers do states have in indian affair?
Do you have evidence that most of these casinos are not on the reservation?Not sure about California, but most modern Native American Indian owned/operated casinos are not located on the reservations, but in metropolitan areas.......hence the state is going to have a say about these casinos.......

That's not how it is in minnesota. Would be illegal otherwise.
