Not sure about California, but most modern Native American Indian owned/operated casinos are not located on the reservations, but in metropolitan areas.......hence the state is going to have a say about these casinos.......

Clinton's last days bull! The Bush government is the best that money can buy. At least Gray is an honest politician. An honest politician is one who, when he is bought, stays bought. I've got to give the Bush administration credit for honesty too.

Incidentally, he didn't really have to sign the bills. Under California law, an unsigned bill becomes law if the governor does not return it to the legislature within 30 days. Obviously the Schwarzenneger political machine didn't know that when they were urging the Gov not to sign anything. See Cal Const art 4, §10(b). This is the direct opposite of the federal procedure in which a bill is vetoed if not signed.

Prolly the same as yours, hence why I wrote "this is what politicians do on the way out." Note the genralized, plural tense I used too. It is interesting to note that last-minute actions in office are for sale, be it a Governership or the Presidency. Need I remind anyone of Marc Rich or ol Billie's brother trying to trade Presidential clemency for cash?

That's not how it is in minnesota. Would be illegal otherwise. Don't know about california.

There is a casino in downtown duluth that is not on a reservation.

I don't beleive that mystic lake is on a reservation either.

I wonder if the legislature passed those bills before Davis signed them... These bills and all the rest he signed and will sign into law are the 'will of the people'. Davis could veto them or let them sit. Would they become law without a veto?

edit: OK! My friend below does not see my true meaning.. So I'll edit it or restate it... I'll restate it..

The bills Davis signed were passed by the state Legislature and are, therefore, the will of the people. Arnold may or may not be in office before they'd have passed into law without a veto anyhow (unless I've misread the state constitution). I don't believe Arnold will be sworn in before mid November. Had I been Davis I'd have taken a vacation to Nevada and let Bustamante sign them.. that really would have riled the Right Wingers. Actually, I hope Davis fills every judicial vacancy and appoints folks to every commission or other vacancy and leave Arnold to focus on the budget with out having to worrying about the little things.

Aye Yi Yi! Good thing there isn't a test on this thread. I write again, yes, they become law if not vetoed. See my post back a few and it will give you the California Constitution cite. And yes, these were all passed in September.
