keep in mind guys: this is a HUGE advertisement in the middle of the busiest place I've been to in my life. (Same place as Lost in Translation when the chick is walking around alone)

It must cost a fortune to put up the advertisement

Actually, the English there is exactly how its phrased in the Japanese. That area is a tremendously busy place so its saying to be careful not to burn people, in a round about way.

Er i understood it... it's telling people to be careful with their cigarettes, since people that walk in the summer are wearing short sleeve shirts (so becareful of burning their arms).

Heck, this should be a problem in winter too, i wouldn't appreciate my clothes being burnt by cigarettes.
