an35n-400 help

ok i just got this mobo, so far it is great. there is only one thing, i cant shut down! when i goto shut down on the startmenu, the computer restarts. i tryed reinstaling windows but that didnt help. im using windows xp pro.
one other thing. does any one know how to turn off the light on my mouse. when i shut down the lite one the logitech wheel mouse stays on.

i think it was a little bit of both, no one here is telling me, or dont know. local computer shops have never seen a shuttle mobo befor.
